Where does the data come from?

From aviationweather.gov, the U.S. National Weather Service's aviation weather service, which carries METARs and TAFs from around the world.

Can I use it for flight planning?

No. It's for situational awareness only. Always get an official weather briefing before you fly.

My home airport doesn't report weather

That's common for small fields. Enter the nearest reporting stations and the one closest to your airport drives the go/no-go check.
